The first EXARC meeting which exceeded the technical level was in June 2002, in Latvia. We counted 80 participants. The EXARC core members (those present in Oerlinghausen the previous year) set goals for EXARC to achieve before it could open up to accept more members.
Later that year EXARC had its fourth conference in Germany where the Pfahlbaumuseum Unteruhldingen (DE), in conjunction with EXARC, published a little guidebook on archaeological open-air museums in Europe - the first overview in both German and English of such museums in Europe.
